Employee DirectoryJulie C. Steele, PWS – As President and principal owner, Ms. Steele is recognized as a regulatory management and permitting expert. Ms. Steele earned her reputation as an expert in this discipline by serving in such positions of responsibility as the Chief of the U.S. Army Corps of Engineers, Regulatory Branch, Waterways Inspection Section - Norfolk District and Manager of the Environmental Sciences Department for a large national engineering and environmental consulting firm. As the former Chief of the U.S. Army Corps of Engineers Waterways Inspection Section - Norfolk District, Ms. Steele was ultimately in charge of all wetland delineations performed in the State of Virginia, all permit recommendations resulting from these delineations and all enforcement actions. As Manager of the Environmental Sciences Department for a large national engineering and environmental consulting firm, Ms. Steele was responsible for all areas of environmental management. Ms. Steele has extensive experience in environmental permitting under the Clean Water Act, the Rivers and Harbors Act, the National Environmental Policy Act, the Endangered Species Act, the Chesapeake Bay Preservation Act and numerous state and local policies and regulations. Because of her extensive background and depth of understanding, Ms. Steele is considered an expert in facilitating projects through the regulatory process and keeping true to the original goals and intentions of both the client and project. Ms. Steele earned a Bachelor of Science Degree in Biology from Salisbury State University and holds certificates in wetlands delineation and restoration, wetland development, regulatory compliance and enforcement, shoreline erosion and dredging technology. She is currently a member of the Society of Wetland Scientists and is a certified Professional Wetland Scientist (# 001002).
